Hits the panel two panels in front of MegaMan 8 times. If this is used on an Ice, Grass, or Volcano panel, it will double the damage per hit and consume the panel. It does non-flashing damage. In EXE6, a glitch occurs when a Tornado with WhiteCapsule attached is used over an elemental panel; instead of paralyzing, the damage is doubled again. This glitch is banned in competitive play. In international versions, this is fixed and the combination works as intended.
