Float Shoes allows the user to ignore negative effects from panels. Float shoes ignores 
Mine chips set-up on the field. The user will still slip on Ice panels if Pushed by an attack effect.
Competitive Overview
Float Shoes is small and easy to fit. Its main benefit is preventing Cracked Panels from breaking, as well as ignoring Poison and Ice panels. Float Shoes does not allow you to walk over Broken or Hole panels: that requires Air Shoes.
Ignoring Cracked Panels is a strong benefit that greatly improves maneuverability if the enemy is cracking the user's panels, preventing Broken Panels that block movement. Ignoring Ice Panels very beneficial if an ice field is chosen for the battle.
Counterplay
Float Shoes can be removed with 
Uninstll.
If the enemy has Float Shoes, check if they have Air Shoes as well. If not, focus on breaking panels and not just cracking them. Float Shoe users still cannot move over broken panels, and will have their mobility limited like anyone else.
