Attack +1 or Attack MAX are Plus Navi Cust parts that increases MegaMan's damage done by his Buster Shots and Charge Shots. While Attack +1 increases MegaMan's attack level by 1, Attack MAX increases it to 5 at which it is capped, meaning every Attack +1 added after won't increase the attack level.
When bugged, Attack +1 and Attack MAX cause Buster Bug.
Other methods of increasing the attack level are using the chips such as 
HubBatc, 
BusterUp or Heat Cross.

Uninstll does not affect the current attack level.- Heat Cross and BusterUp won't increase the damage dealt by Charge Shots beyond attack level 5
- However, using BusterUp will increase the Buster Shot damage up to 10 damage per shot. This also affects the Buster Jam when Buster Bug
Competitive Overview
Due to the fact, that Buster Shots and Charge Shots play a major role in dealing damage to the opoonent aside from Chips, it is commonly seen in many builds to have Attack MAX. It gives opportunities to deal damage during turns in which the player doesn't have damage dealing Chips or in longer lasting turns when 
SloGauge is active.
Having Attack Max in Gregar gives the player the possibiliy, to break 
LifeAur with a Chip Charge while in Beast Out.
There are also strategies involving HubBatc, which gives the user aside from other benefits Attack Max, giving the player more space in his Navi Cust for other Navi Cust parts such as more HP part for example.
Counterplay
Since the attack level is unaffected by Uninstll and therefore can't be changed once the player obtained it, there is no real countermeasure against it.
