HolyPanel changes the panel directly in front of the user into a Holy Panel, regardless of area control. Does not affect permanent Hole Panels.
Sanctuary changes the user’s field into Holy Panels. Does not affect permanent Hole Panels.

Competitive Overview
Holy Panels halve incoming damage. This approximately doubles the damage the enemy needs to deal to do the same job. A Holy Panel makes otherwise devastating attacks safer to tank directly.
Holy Panels have excellent synergy with Barr200 and LifeAur, giving the user effectively a 400-damage barrier and a LifeAura that requires 400 damage to remove. Objects also double their HP on a Holy Panel.
Because Sanctuary converts all non-Hole panels, it can be used to reset the user's field in a way similar to PnlRetrn. This makes both Sanctuary and Holy Panel a potential response to Geddon.
Use caution when using either chip as a cut in. Cutting in against a panel-breaking chip will cause Sanctuary or Holy Panel to activate first.
Counterplay
Holy Panels are a panel, and can be changed like any other panel. Chips such as Geddon or ElmntMan that can change the entire field negate Sanctuary entirely. Chips such as seeds or dragons can quickly reduce the number of holy panels available. MetrKnuk is a common Falzar giga chip that can devastate a holy field. See Panel Changing Attacks.
Sanctuary changes the user's currently-owned area, which has implications depending on area control. If the user has less area, their Holy Panels will be restricted to the back even after they reclaim area. If the user has more area, the enemy can reclaim that area and make use of the Holy Panels themselves. Cutting in with an can either limit the amount of Holy Panels in the case of Sanctuary, or potentially steal the Holy Panel the case of .
Users with Holy Panels will likely want to be standing on them if they can at all help it, making their positioning more predictable.
